4. Where the conventions or conventions covered in paragraph 1 apply to the territories of states or territories whose external relations fall under the jurisdiction of a state not subject to this agreement, those agreements continue to govern relations between those territories and other states. Without this agreement, tariffs on British imports from Iceland and Norway could have been increased by about $65 million under World Trade Organization trade agreements. CONSIDERING that the European Union considers such an agreement also desirable, the agreement ensures that British companies continue to enjoy duty-free access to all exports of industrial products. In addition, British consumers can continue to enjoy popular Icelandic and Norwegian products such as frozen haddock. More than 30% of UK imports of fish fillets last year came from Iceland, many of which are used in British fishmongers and chips. CONSIDERING that Iceland and Norway have expressed their desire to conclude an agreement allowing them to speed up the terms of surrender of suspects and convicts with the Member States of the European Union and to apply a handover procedure with the Member States, 2; Instead of annoying the handover, the judicial enforcement authority may temporarily hand over the required person to the issuing state under conditions that must be determined by mutual agreement between the enforcement authorities and the judicial issuing authorities. The agreement must be concluded in writing and the conditions are binding on all authorities in the issuing state. 2. States may continue to implement existing bilateral or multilateral agreements or arrangements at the time of this agreement, as long as these agreements or arrangements expand or expand the objectives of this agreement and contribute to further simplifying or facilitating the processes for surrendering persons subject to an arrest warrant. The contracting parties communicate these agreements or arrangements to each other.
In addition, the United Kingdom has agreed with EEA-EFTA states on a number of measures to ensure that trade in services can continue as well as possible before a comprehensive trade agreement enters into force in 2021. An agreement was signed today (Tuesday 8 December) in London to close merchandise trade between the UK and Iceland and Norway. On 28 June 2006, the European Union, the Republic of Iceland and the Kingdom of Norway reached an agreement on the handover procedure between the Member States of the European Union and Iceland and Norway.
