March 12, 2020 At the special meeting of the Shawnee Mission Board of Education on March 12, 2020, the Council approved the contract for the 2019-2020 school year, which was ratified by members of the National Education Mission (NEA-SM). The ratification took place on 9 and 11 March. This will be the only contract for all members of the bargaining unit for this year. You can read the agreement here. March 5, 2020 Tentative Agreement Today, with support from the Federal Mediation and Conciliation Services (FMCS), Shawnee Mission School District (SMSD) and the National Education Association – Shawnee Mission (NEA-SM) has reached a preliminary agreement (until ratification) on a contract for the 2019-2020 school year. After ratification, it is the only treaty for all members of the negotiating unit. This agreement was able to respond by mutual agreement to the concerns of the district and the association. Agents who have opted for the unilateral agreement will retroactively receive compensation for the salary increase, the movement of steps and columns of 1% on their paycheck in March. Those who have chosen to remain on the 2018-2019 contract will receive retroactive compensation no later than the time of the May 20 pay cheque.
The approved contract is three years long and is one-sided, meaning that the details are decided by the district alone and are not negotiated because the negotiations have not been successful. The union, the National Education Association-Shawnee Mission, is questioning the legality of the three-year unilateral contract, as Kansas law stipulates that new contracts will be negotiated annually between teachers and School Districts in Kansas. „I think it`s pretty safe to say that no one wanted a unilateral agreement,“ Sinclair said. „It was the last stop in a very long negotiation process. But now that we are there, and I can talk about it and have this open dialogue, I want to move forward with the teachers. We all want to do what is good for children and what is good for teachers so that they can help students learn. It`s incredibly important to me. This agreement is consistent with the Board`s previous plan to provide the same increase for employees and directors to offset health insurance premiums that will come into effect on January 1, 2020. February 14, 2020 District Statement on Ruling Today the Kansas Department of Labor decided that years two and three of the three-year unilateral contract was a prohibited practice. Although the borough does not agree with the decision, we remain committed to working with NEA-SM to resolve the issue of compensation, benefits and future working conditions. As such, the district has approached KNEA to discuss the decision and will work to identify next steps.
The borough believes that it is essential to agree on a contract that is in the best interests of teachers and that is fiscally responsible.
